Modern terrorists target aviation assets, critical infrastructure as well as leaders of business and governments alike.

MARITIME TERROR

Global trade is dependent mainly on maritime transport. It is estimated that more than 46,000 vessels and 4,000 ports make up the world’s maritime transportation system. The United Nations Conference on Trade and Development (UNCTAD) estimated in 2001 that 5.8 billion tons of goods were traded by sea in 2001; more than 80% of the world’s trade. This fact alone makes maritime networks an attractive target of terrorists. Maritime piracy, including boardings, attempted boardings, hijackings and robberies at port or anchorage, are currently portrayed as maritime terror, because it threatens free trade and international commerce. According to the 2001 European Union Presidency Statement on Piracy at Sea, acts of piracy and armed robbery against ships present a major threat: In 2003, 445 (four hundred and forty five) incidents of piracy and armed robbery were recorded worldwide by the International Chamber of Commerce (ICC) and the International Maritime Bureau (IMB). Of the 445 (four hundred and forty five) incidents, 93 (ninety three) occurred around the African coast. Modern pirates are mush better armed, expect greater returns and are more determined. The attacks involve highly trained pirate gangs armed with automatic weapons, knives and rocket propelled grenades (RPG’s) who unlawfully and forcefully board the vessel, characterised by violence and intimidation. In some cases, entire crews were murdered. These modern pirates are              capable of operating the vessel without the crew’s assistance.
